Make sure the USB devices are functioning properly as well as the USB ports of the computer. Does this happen to all the USB ports? Alternatively open Device Manager and click on the Universal Serial Bus Controllers. See if there is any Yellow Exclamation Mark beside any of the USB icons. If so then try uninstalling them, restart the computer and scan for hardware changes; Windows will detect the USB ports and install drivers for them. Even if you don't find any YEM there, you can still give it a go and see what happens.

Exclusive 8.1 problem right? I have the same thing. There are some registry hack and other stuff on the internet. Nothing worked for me. The USBs can't power my USB modem constantly.

I couldn't use any portable HDD or USB modem. But I could connect phones fine. You can try some registry tweaks but they didn't work much for me. No, couldn't find any solution. Had to buy a router to connect the modem indirectly.

I thought this was an AMD only problem.

Make sure you have a decent Ground aka Earth connection. If you already have ground connection make sure that the I/O shield is not showing any voltage reading when measured a multimeter. (u need to have multimeter)

Dial your multimeter to AC range 1st

then Connect black probe to Negative point of A/C outlet and then touch the I/o Shield with the red probe. If there is high reading. (anything higher than 2v is considered bad) u have a faulty ground connection.

Optimal value should be 0 between Negative to Ground.

or u can just try putting a 20 taka tester on your i/o shield. If the light wihtin the tester lights up then u have high voltage on the i/o. Which is not good.

A ground connection is necessary as lots of circuit uses ground reference to transmit data. USB/ RS232/lan devices can have performance issues when u have bad ground connection.
